The Demise of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are issued from various governments. Significant resources is expended on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from across the border, a capability afforded by up-to-date information. From witness perspectives, military aircraft that had been deployed to counter approaching cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every launch shakes the surroundings, causing tremors. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, sparing the city from devastation and further power outages.

Ongoing Risks

Soon after, a automatic firearm fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to substitute in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from American administration follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, undoubtedly, endure.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration works based on a premise understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unrealistic to force Russia to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not shift further in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a total frontline collapse until situations evolve in its benefit.

Current Realities

Realistically, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a mere seven days to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all served their function.

While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
